Local Commitments

Overarching Commitments

Transport

We will improve public transport connections to key destinations across Greater Manchester, including:

  • Middlebrook and Logistics North
  • Atom Valley
  • MediaCityUK, Salford Royal Hospital and Salford Community Stadium
  • Sale West, Sale Moor and Partington

We will also support journeys at all times of day by introducing new night services connecting Manchester, Crumpsall, Whitefield and Bury and Manchester, Blackley, Middleton, Castleton and Rochdale from this Autumn.

Mayoral Development Corporations and Zones

We will establish Mayoral Development Corporations (MDCs) in the following areas in order to accelerate regenerations and realise benefits for residents sooner:

  • Bolton Town centre MDC
  • Oldham MDC
  • Atom Valley MDZ/Northern Gateway MDC (further progressed)
  • Middleton MDC – announcing co chairs designate
  • Ashton - Stalybridge MDC to deliver national exemplar on transport-led regeneration
  • Leigh MDC
  • Old Trafford MDC, Western Gateway MDZ (further progressed)
  • Expansion of Stockport existing MDC

Commitments for Bolton

Commitment 1

We will better connect our communities, creating at least two new bus routes, linking need to opportunities in Bolton, increasing employment opportunities for residents and boosting economic growth, these routes include:

  • Bolton interchange to Middlebrook, there is currently no direct route to this retail park.
  • East Bolton (Tonge and Breightmet areas) to Logistics North via Great Lever.

Commitment 2

Create a Bolton Mayoral Development Corporation to drive forward growth in Bolton Town centre, new jobs, new homes and supporting the ambitions for the NorthFold Growth Location work between Wigan and Bolton.

Commitment 3

Begin regeneration of Hulton Park alongside progressing a bid to host the Ryder Cup Tournament. Embedding sport, leisure and economic growth in the ambitions for this area will create jobs, economic growth and more than 1000 new homes. The regeneration of Hulton Park will help to secure long term investment and improved infrastructure into the area.

Commitments for Bury

Commitment 1

Work with the GMCA to deliver Economic Growth across Bury by progressing delivery of Atom Valley infrastructure, including the completion of the M66 western access, unlocking Northern Gateway Mayoral Development Corporation, and establishing the Sustainable Materials and Manufacturing Centre as an innovation hub on Kingsway Business Park in Rochdale.

Commitment 2

By 2027 enhancements will be made to the public transport services in Bury, including delivering new bus priority infrastructure to speed up bus journeys and reduce delays, reinstating and extending the Bury night bus and make enhancements to the Bury Line Metrolink stop.

Commitment 3

Work with GMCA to deliver our first Live Well Centre in Whitefield, with more to follow in Bury and Radcliffe, building on our nationally recognised neighbourhood working teams to bring health into the hearts of communities across Bury.

Commitments for Manchester

Commitment 1

Deliver regionally significant regeneration in North Manchester by commencing construction of a new North Manchester General Hospital and progressing the next phases of Victoria North including building a new Metrolink stop at Sandhills in Collyhurst to help unlock 2,500 new homes.

Commitment 2

Deliver an affordable and integrated transport system across active travel, cycle hire, buses, trams and trains via the Bee Network with the addition of new night bus routes to connect residents to key employment sites and enable safe public transport connections to the night time economy. Progress rail infrastructure improvements between Manchester, Liverpool and Leeds alongside station upgrades at Piccadilly, Oxford Road and Manchester Airport.

Commitment 3

Create tens of thousands of good quality jobs across the city including at Mayfield, Sister and MIX Manchester. Connect Manchester residents to these economic opportunities through an integrated support offer across long term work and skills programmes and investment in a new Live Well approach.

Commitments for Oldham

Commitment 1

Create an Oldham Mayoral Development Corporation / Zone which will include: 8,000 new homes, the transformation of Oldham Town Centre, the development of the Northern Roots Eco-Park, development of the SportsTown facility, Beal Valley and Broadbent Moss development and a £20m investment to support the growth of Chadderton.

Commitment 2

Major upgrades to Transport and Active Travel infrastructure including Cop Road Metrolink stop (inc. Park & Ride) and associated new bus service connections, Atom Valley connectivity.

Commitment 3

Support the development of a co-operative model to boost the cultural and night-time economy in Oldham, continuing to build on the successful major town centre regeneration underway, and the delivery of 2,000 new town centre homes. This will include redeveloping Oldham Coliseum Theatre on Fairbottom Street, complimenting the High Street Accelerator funding secured for Yorkshire Street.

Commitments for Rochdale

Commitment 1

We will deliver a thriving, fairer and sustainable economy by investing in Atom Valley, this includes the regionally and nationally significant Northern Gateway and our town centres, we will establish Middleton Mayoral Development Corporation and wider townships to ensure they are places residents and businesses can take pride in. We will unlock funding for improved transport links and develop the conditions for hundreds of skilled well-paid jobs.

Commitment 2

We will build on the legacy of being Greater Manchester town of culture, make the most of future opportunities and deliver a number of high quality events attracting hundreds of people. We will continue to foster the borough and our towns as places where arts and culture is embraced and can flourish.

Commitment 3

We will remain forever vigilant against the evils of child sexual exploitation and work with partners to protect the most vulnerable in our society, including our children and young people from current and emerging threats of harm.

Commitments for Salford

Commitment 1

Salford will build on their existing track record of delivering more high quality, affordable and low carbon homes, significantly ramping up delivery, with a target to deliver an extra 350 homes per year. This will include a target of 600 more council homes delivered through the council’s own development company Dérive by 2028.

Commitment 2

Work with partners across Greater Manchester to better connect public transport to key travel locations in the city including Salford’s Towns, MediaCityUK, Salford Royal Hospital and Salford Community Stadium.

Commitment 3

Salford will continue to deliver more inclusive growth in the city by delivering further large-scale regeneration projects such as the expansion of MediaCityUK, the £2.5 billion transformation of Salford Crescent, Port Salford and the re-development of Salford’s town centres – equipping residents with the skills, training and qualifications needed to access and progress into high quality local jobs.

Commitments for Stockport

Commitment 1

We will expand Stockport MDC to the Town Centre East, delivering 8,000 new homes, thousands of new jobs, and securing further national investment. We will bring Metrolink to Stockport, invest in Stockport railway station and open a new station in Cheadle. All improving connectivity into and across our borough. We will also make walking, cycling and public transport more accessible for residents, all of which will improve congestion on our roads.

Commitment 2

We will have excellent inclusive schools right across the borough, including a new town centre inclusive school, which support all children to achieve their potential.

Commitment 3

We will deliver a new hospital and neighbourhood health centre in the town centre, to complement Stepping Hill hospital, that will improve access and service delivery across the Borough.

Alongside this and our education, regeneration and transport commitments we will be delivering Stockport Live Well. By focusing on the strengths and needs of different areas and redesigning the way we work with people in our communities we will create happy and healthy lives for everyone across Stockport.

Commitments for Tameside

Commitment 1

By 2030 Tameside will redevelop Ashton town hall and bring its long heritage back into the heart of our town centre.

Commitment 2

We will make the case for more frequent train services from Ashton and work with partners to make sure that people in Tameside can access public transport that connects our towns.

Commitment 3

Tameside will have 20% more social and affordable housing built for our residents driving down homelessness and inequality by 2030.

Commitments for Trafford

Commitment 1

By 2030 each Trafford neighbourhood cluster will have a Live Well Centre, complimenting the vision for GM Live Well and supporting the councils' priority for healthy and independent lives for all.

Commitment 2

By 2030 the percentage of the Trafford population who are physically inactive will have reduced from 25.8% to 22.5%.

Commitment 3

By 2032 there will be improved bus services to Sale West, Sale Moor and Partington alongside highway improvements to and from Partington, reducing traffic on the A6144 and providing more opportunities for walking, wheeling and cycling.

Commitments for Wigan

Commitment 1

Create a Mayoral Development Zone for Leigh and the surrounding area including the development of a University Campus for Health and Social Care and the development of the case for rapid transport connectivity to Leigh including Metrolink.

Commitment 2

Become a national leader in AI innovation and development by building out sovereign AI infrastructure and research resource capacity, using sites in Wigan earmarked for data centre development, data and AI clusters including the creation of an AI Innovation Hub in Wigan Town Centre in summer 2025.

Commitment 3

Leigh Sports Village, as the home to Manchester United Women and Manchester United under 23’s, to be an integral partner in the Greater Manchester wide benefits of the redevelopment of Old Trafford, including rapid transport connectivity.
